The Role Of A Councillor

Councillors are elected to represent an individual geographical unit on the council, known as a ward or – mainly in smaller parishes – the entire parish or town council area. They are generally elected by the public every four years. All members, co-opted members of district, and parish councils must complete a register of interests form to register their financial and other interests.

Declarations of Interest

All local councillors are required by law to complete a Declaration of Interest form upon election or co-option to register their financial and other personal interests that could potentially conflict with their role. The purpose of this form is to ensure transparency, accountability, and public confidence in local government decision-making. Rebecca Lingard has served on the parish council for 25 years and although at times find it frustrating as our hands are tied by higher organisations than ourselves, I have enjoyed my time. Over the years I have taken on responsibilities as they arise.

These have included roads; health; assisted by my role at CHAT that has given me the facilities to help over 300 requests for food during Covid shutdowns and youth; during which time I sat as Governor at Fourlanesend Community School. In my younger days I enjoyed sailing, was weekly race officer at CBSC for years and served as Commodore. Eighteen years ago I started the Village Christmas lights with one string in Fore St and then formed a fantastic group of people and together we ‘lit the villages’ for many years before handing it over to a new group. The village monthly bingos have proven very popular and I am looking forward to restarting the monthly walks once Covid allows. I have always tried to look at issues with a balanced approach and although cannot keep everyone happy, I always do what I feel is best for the community as a whole.

I have been associated with the Rame Peninsula for over 60 years now, as both a regular holidaymaker and now a resident. I have also worked locally as a Weapons Electrical Officer in the Royal Navy, a Director in British Rail working at the Laira Depot, and currently work in IT programme management for a global schools’ organisation - one of our schools being in Plymouth.

As a Councillor, I will offer my skills and experiences in campaigning for safer, more inclusive watersports for all, securing funds for community projects, and providing advice and support on key activities such as procurement and project cost management.

I have lived in Kingsand on and off for over twenty-two years and am passionate about the village and local community - ensuring it retains what makes it so special, while making it a place for current and future generations to thrive.

I have 30+ years experience of media and communications and am Co-CEO of Crowdfunder.co.uk, a fundraising platform I founded in Cornwall and a trustee of various local charities including the Theatre Royal Plymouth and Cornwall Climate Care.
